Administered by the Staff Selection Commission (an attached office of the Department of Personnel and Training - DoPT, Ministry of Personnel, Public Grievances and Pensions, Government of India), SSC CGL serves as the single centralized gateway for enrolling qualified graduate talent into premier Group 'B' (Gazetted and Non-Gazetted) and Group 'C' ministerial, executive, investigative, and financial positions across all Central Government Ministries, Attached and Subordinate Departments, Constitutional Bodies, and Apex Tribunals.

Every year, over 25 to 30 lakh candidates from across all 28 States and 8 Union Territories submit applications for the coveted CGL examination. During the statutory two-year probation period, direct recruits must pass the Subordinate Audit/Accounts Service (SAS) examination.

4. Two-Tier Examination Architecture & Revised Examination Pattern

The Staff Selection Commission implements a streamlined Two-Tier Computer Based Examination (CBE) pattern. The erstwhile descriptive Paper-III and offline Document Verification (DV) stages have been completely abolished to accelerate recruitment timelines:

Examination Tier Testing Mode Statutory Role in Final Merit List Key Testing Focus
Tier-1 (Preliminary) Computer Based Objective Test (CBE) Qualifying in Nature Only
(Marks not counted for final rank)
Screening filter across 4 core aptitude domains (100 Qs / 200 Marks)
Tier-2 (Mains) Computer Based Objective + Skill Test (CBE) 100% Final Merit Deciding
(Rank, Ministry & Post allocation)
Multi-section mastery: Quant, Reasoning, English, GA, Computer, & DEST Typing

Tier-1 Examination Pattern (Screening Test)

Tier-1 is conducted across multiple computer test centers across India in shifts. It consists of 100 objective multiple-choice questions carrying 200 total marks. The duration is exactly 60 minutes (1 hour) (80 minutes for compensatory scribe eligible candidates):

Subject / Test Component Total Questions Maximum Marks Negative Marking Penalty
General Intelligence & Reasoning 25 Questions 50 Marks -0.50 Marks per wrong answer
General Awareness (Current Affairs & Static GK) 25 Questions 50 Marks -0.50 Marks per wrong answer
Quantitative Aptitude (Mathematics) 25 Questions 50 Marks -0.50 Marks per wrong answer
English Comprehension 25 Questions 50 Marks -0.50 Marks per wrong answer
Tier-1 Grand Total 100 Questions 200 Marks Composite Time: 60 Minutes

⚖️ टियर-1 नॉर्मलाइजेशन एवं न्यूनतम अर्हक अंक (Normalization & Qualifying Criteria)

Tier-2 Examination Pattern (Final Merit decider)

Tier-2 is the decisive examination. For all common Group 'B' and 'C' positions, Paper-I is compulsory for all candidates. It is conducted in two separate sessions on the same single day:

Paper & Session Section & Module Subject Area No. of Qs Marks Allotted Time Evaluation Weightage
Paper-I
(Session-I)
Total Time: 2 Hours 15 Minutes
Section-I Module-I: Mathematical Abilities 30 Qs 90 Marks (3 marks/Q) 1 Hour (60 Minutes for Section-I) Merit Score
(Total: 390 Marks)

Determines Candidate's Final All-India Rank, Service & Post Allocation.
Module-II: Reasoning and General Intelligence 30 Qs 90 Marks (3 marks/Q)
Section-II Module-I: English Language and Comprehension 45 Qs 135 Marks (3 marks/Q) 1 Hour (60 Minutes for Section-II)
Module-II: General Awareness 25 Qs 75 Marks (3 marks/Q)
Section-III Module-I: Computer Knowledge Test (CKT) 20 Qs 60 Marks (3 marks/Q) 15 Minutes Qualifying in Nature (Higher standard cutoff for ASO CSS/MEA, Inspector, TA).
Paper-I
(Session-II)
Section-III Module-II: Data Entry Speed Test (DEST) 2,000 Key Depressions Qualifying 15 Minutes Qualifying in Nature (Mandatory for ALL posts. Permissible error: UR 20%, OBC/EWS 25%, SC/ST 30%).
Paper-II
(Only for JSO Candidates)
Statistics Paper-II: Statistics (Comprehensive Graduate Level) 100 Qs 200 Marks (2 marks/Q) 2 Hours (120 Minutes) Added to 390 marks (Total 590 Marks) for JSO merit list only.

🔴 टियर-2 में नेगेटिव मार्किंग एवं सेक्शनल कटऑफ का कठोर नियम (Strict Negative Marking Norms)

Mathematical Mastery (Quant): Transition from conventional formulaic calculation to intuitive speed math (learning tables up to 30, squares up to 50, cubes up to 30, and fraction-to-percentage conversions). Practice 100 mixed arithmetic and advanced math questions daily with strict 45-second timer constraints.
  2. High-Frequency English Reading: Dedicate 60 minutes every morning to editorial analysis from national dailies (The Hindu or Indian Express) to build reading comprehension agility for Tier-2 passages. Review Neetu Singh's Volume 1 and SP Bakshi for syntactic error spotting rules.
  3. General Awareness Current & Static Synthesis: Compile monthly topical notes covering appointments, sports, awards, government welfare missions, and military drills. For static GK, revise NCERT summaries in Indian Polity (Articles 1 to 51A, Parliament, Amendments), Modern History (1857 to 1947), and Geography maps.
  4. Mock Test Simulation & In-Depth Error Analysis: Attempt at least 2 full-length Computer Based Mock Tests every week for Tier-1, escalating to 1 daily mock in the final 45 days. Never skip post-mock diagnostics: categorize errors into 'Conceptual Deficit', 'Calculation Slip', and 'Time Management Lapse' to systematically plug score leakages.

Are Tier-1 marks counted in the final merit list of SSC CGL 2026? ▼
No. Tier-1 is strictly qualifying in nature. Marks secured in Tier-1 are used solely to shortlist candidates for appearing in Tier-2. The final merit list, All-India Rank (AIR), and post/ministry allocations are determined 100% based on normalized marks obtained in Paper-I of Tier-2 (out of 390 marks).
What is the examination pattern and marking scheme for SSC CGL Tier-1? ▼
Tier-1 is a 60-minute computer-based test comprising 100 multiple-choice questions across four sections: General Intelligence & Reasoning (25 Qs / 50 Marks), General Awareness (25 Qs / 50 Marks), Quantitative Aptitude (25 Qs / 50 Marks), and English Comprehension (25 Qs / 50 Marks), totaling 200 marks. Each correct answer awards 2 marks, while each incorrect response incurs a negative marking deduction of 0.50 marks.
How is the Tier-2 examination structured under the revised pattern? ▼
Tier-2 Paper-I is compulsory for all posts and divided into two sessions: Session-I (2 hours 15 minutes) consists of Section-I (Math 30 Qs + Reasoning 30 Qs = 180 marks; 1 hour), Section-II (English 45 Qs + GA 25 Qs = 210 marks; 1 hour), and Section-III (Computer Knowledge 20 Qs = 60 marks; 15 mins). Session-II consists of Section-III Module-II Data Entry Speed Test (DEST) typing for 15 minutes.
What is the negative marking penalty in SSC CGL Tier-2? ▼
In Tier-2 Paper-I, there is a penalty of 1 mark for each wrong answer in Section-I (Math & Reasoning), Section-II (English & GA), and Section-III Module-I (Computer Knowledge). Since each correct question carries 3 marks, the negative marking penalty is exactly 33.33%.
Is the Computer Knowledge Module (CKT) in Tier-2 mandatory to pass? ▼
Yes. The Computer Knowledge Test (20 questions, 60 marks) is qualifying in nature, but passing it is mandatory for all candidates. Furthermore, for specific tech-oriented posts such as Assistant Section Officer in CSS/MEA, Inspector Central Excise, Preventive Officer, Examiner, Postal Assistant, and Tax Assistant, a higher qualifying standard is statutorily enforced.
What is the speed requirement for the Data Entry Speed Test (DEST) in Tier-2? ▼
Candidates must type a master passage of approximately 2,000 key depressions within a duration of exactly 15 minutes on a computer keyboard. This equates to an approximate typing speed of 26 to 27 words per minute (WPM). The permissible error percentage is 20% for Unreserved (UR), 25% for OBC/EWS, and 30% for SC/ST/PwBD candidates.
Can PwBD candidates be exempted from the DEST typing test? ▼
Yes. Candidates with benchmark physical disabilities who are certified by an authorized Government Medical Board as suffering from permanent physical disability incapacitating them from typing are granted exemption from the DEST typing module. However, such candidates must produce the prescribed Medical Certificate in the Commission's format during document verification.
